Not any more. You used to able to get an interim EAD if they hadn't approved your EAD within 90 days of applying for it. However now all they do is call up the MSC and tell them to get a move on. Its unclear how much this speeds things up. That said, if you don't have any RFE's EADs usually in most cases arrive around the 90 day time period.
