A real peculiar case urgent help needed for verification purpose

I am, a recent Masters' Graduate , applied for H-1 through a consultancy here in Detroit.Though I got my EAC number(Thats what my consultant told me).But, unfortunately my application was rejected as the cap was already reached and I was not lucky enough to get selected in the random selection(This information is also given by my consultant).Currently I am in O.P.T and my O.P.T expires on May 31st 2007.BUt when I checked my status online it says it has sent my I-797 form.Now I ma worried like whether my consultant did apply for my H-1 or Is he Bluffing and gave me some others EAC number.I am really confused.

So my question(s) is (are):
1) If I file my H-1 again for the next fiscal year 2007.What filing do I need to do?General H-1 filing or the premium filing, in the advance degree quota?
2)If General filing ,How early do I need to do it?
3) If premium filing,in how many days will I receive my H-1 papers?
4)If I get my H-1papers in the month of May 2007,Am I eligible to stay legally in U.S after the expiration of my O.P.T?
As for my information I think my employment start date will only be after 1st of Oct 2007. So I am worried of my stay in this intermediate period(June 2007 to Oct 2007) here in U.S.

Please kindly reply to my questions as I am really scared about the future crisis that I will be in .I am survived with a wife (F-2 visa holder) and 1 yr old baby(U.S citizen).Please do advice me the follow up possibilities that I can have in the near future to avoid any troubles to me or my family.
