GC to marry an F1

If a GC (2.5 years) married an F1 (already in US), what is the best way to deal with immigration status? I can think of two possibilities:

1) The F1 spouse keeps her F1 status for another 2.5 years. By then, the citizenship can be obtained by the GC. After that, the F1 spouse can be adjust to GC without any waiting time, because citizen's spouse is not subjected to waiting list on the Visa Bulletin.

2) The GC petition for the F1 spouse right away. This means such petition will be stucked in a long waiting line of 2A priority.

I can only think of these two possibilities. And, apparently the #1 choice is less time consuming.

Is there any other option that I'm not aware of?

You can start with option #2, and in the future when you get your Citizenship, convert the petition to option#1.
