I131 Reentry Permit Apply on Second Leave?

I am a green card holder planning to leave US around Nov 06 and will be back after 5 months on Mar 07, then leave again in April 07 for 1 year plus and return some time in 08. When do I apply for I131 reentry permit? On first time in Nov 06 to 08? Or the second time in Mar 07? How long does I131 usually takes?

----------- when you enter March 07, then apply for ReEntry permit and your application MUST reach USCIS Before you leave US in April. only NSC process Re entry permit send it to correct address

How long does I131 usually takes?

I Efiled Travel Document and can any body sugget how to submit supporting documents.

1.copy of GC
2.Photos
3.Efile Reciept

The above should mailed to Nebraska Service Centre.
Please sugget IF those documents are enough,if not what else is required.
