DS-230 To do or not to do? ? ?

This relates to CP for parents where I-130, I-864 have been completed.
Many on this forum elsewhere have indicated to download the DS-230.

In my parent's case (detailes below) the Immigrant Visa Application Processing Fee Bill clearly indicates the following.

When we receive our immigrant visa fees, we will send you the immigrant visa application form DS 230 part I along with further instructions. Return only the original application that we send to you. Do not use downloaded computer forms.

(based on this I did not include DS-230 with my fees ($380)

I got a letter today stating missing document.........We received your I-864 but are still waiting for the Immigrant Visa Application (DS-230)and /or related fee/s. .............

Am I missing something here????????? HELP guys........PLEASE..........

Now, I am concern about the downloaded version of DS-230 form. I am not sure if my wife got a notice about returning the original DS-230 form (Part 1) or not. I completed the DS230 part 1 for my wife, and I asked her to prin it out and mail it to the US Consulate in her home country. I will see if they would reject the form or they would accept it.

Do you have any case numbers you can call up the NVC? Or can you inquiry it to the US Embassy / Consulate offices in your parents' home country?

Did call up NVC. The recording states they wrote me a letter about missing documents on April 25 (Fed Ex confirmed receipt of package of fees on April 24th...so I am assuming they got the checks and are asking me for DS-230 which they had clearly indicated me not to sent)

I do not know at what stage they send the documents to home country (Mumbai consulate in India) I thought they would send it once everything is complete (which means DS-230? but if someone else has more knowledge please let me know)

When they sent the DS-230 for my parents in Bangladesh, it got lost in the mail. I called NVC to find out if my parents could use a downloaded copy or not or if I could fax them the form that NVC sent me and they can sign and fax it back to me for submission to NVC since it was a while waiting for the DS 230. They told me that I could fax them the form or they can download it, however NVC required the original signature, that my parents couldnt fax it back to me here in the States.

Since my parents dont have a computer, I filled out the forms, faxed to them and they signed the bottom and mailed it back to me. When I sent to NVC, they accepted it and went to the next steps.

If this is true then why not all of the applicants send their filled out DS-230 with the $380 fees prior to NVC saying anything about DS-230?

I am so tempted to download the form in India by parents, have original signature and sent here....any ideas.....has anyone done this?
