what country should I file my Immigrant Visa

My I-130 was approved last year (YAH!!!), and sent to the NVC...I received my DS 3032 packet and am now wondering what to do with it? I am in the US legally on a tourist visa right now. Question 13 on the form asks my permanent address...well its in the US now (im hoping against all hopes that my priority date becomes current)..so..all this comes down to...can I file my DS 3032 form as if I'm living here or do I use my UK address and go home for the visa interview and stuff? I guess what I need to know is do they do visa interviews in the US and if so should I put my US address down on the form ( would that be quicker)?
whats the quickest way I am going to get either A> an AOS or B> a visa interview and immigrant visa at the US Embassy in London or C> a visa interview in the US? My father has lung cancer and was operated on in Dec and although I know the NVC doesnt do anything for family emergencies I would like to obviously be here ASAP and not have to worry about going home every 6 months.

Technically speaking, if you are on a visitor's visa in the US, how could your US address become your permanent address?
