Earliest possible date for h1B transfer

I have done my Masters' in Chemical Engineering and have 1 year of software experience. Based on my software experience I got H1 for a companyA. Now another companyB (which is also a software consultancy) has offered me a much better job.

My H1 got approved on Dec 23,2005. How early can I apply for H1 transfer? Is it required/safe to wait for some months before transferring H1? Also to be on the safe side, how many pay stubs(from companyA) should I have while applying transfer to companyB?

Someone please help!!
