US, Candana seek way around the border passport plan
I don't understand thid. How hard is it to just get a passport?
Why do so many people whine about it? http://www.usatoday.com/news/washing...assports_x.htm

It's not hard to get, but inconvenient to carry all the time. Only 20% of US population currently has a passport! Try to require it and see the logistical nightmare to issue and renew the passports in the coming years. As usual, govt. bureaucracy is slow to add more employees and money to keep the processing times reasonable.
Other factor is geography in certain regions, where people from US side cross over to the Canadian side in order to get get to a place again in US side.
