I-130 Approved, However...

Sorry for the long wait, but I have a question...

My father, who is a US Citizen had filed for my marrried sister (over 21) in India about a year and a half ago. He just got a letter stating that I-130 has been approved. They are stating in the approval letter that NVC will contact my sister within 90 days.

I am a little confused. I thought that there is a long waiting line for the visa number - even if the I-130 is approved. Here is what the letter states:

"The above petition has been approved. We have sent the original visa petition to the Department of State National Visa Center (NVC). NVC processes all approved immigrant visa petitions that need consular action. It also determines which consular post is the appropriate post...."

It further states:
"The NVC will contact the person for whom you are petitioning concerning further immigrant visa processing steps."

It then lists the telephone number to call in the event they do not contact her in 90 days.

Can someone shed light on what this means? Does this mean that the visa number has indeed been made available and she will be getting the call shortly, or will this now go in the long waiting queue.

I will appreciate any help in this.

The National Visa Center will send your father a letter letting him know that they have received the approved petition. However, a visa number is not availiable since your father petition for your sister a year and half ago. Your sister is going to have to wait until a visa number becomes availiable.
