but how do I start a small business? Do I rent a place first or apply for license first? thanks.

Firstly, What is the business you want to start.

Do you have something in mind or are you still thinking. Renting out a place...certainly would depend on what business you are starting?

Say if you are going to start a Pizza place, you certainly need to have a place rented out.
But if you are thinking of a ad agency in your local area or a Computer repair service you can certainly start off from your home.

Well it all depends on how much you want to invest, you certainly must have a business plan , a projection.
