40 quarters SSA in lieu of I-864

I am divorced from an immigrant; the marriage was entered into legally etc etc, and the I-864 was signed and approved as part of the process.

My question is:

She's now unable to work, and she was told that because she didn't have 40 quarters credited to her SSA requirements, she can't apply for or obtain SSI, food stamps, HUD etc. She's implying that I have to support her financially; during our marriage though, we both worked and our combined earnings more than satisfied the "forty quarters" thing according to this consular memo (though it wasn't a consular process; we live and applied in New Jersey).

Does the memo apply?

Can she count those quarters we both earned?

Do I have to support her?

Is it true that the quarters I earned are now "deducted" from her total since we are divorced? (I earned the majority of the money - we were married for five years).
