H4 to GC

Hi Everybody,

My husband's fingerprinting is done in july. We couldn't submit my GC forms(now i'm in H4) as the lawyer said quota was full.Now my husband wanna change his job and the new employer is not willing to handle my case. Can't we submit my application through our own lawyer?
Expecting a lot from u all .
