I864 + Assets issue

Hello,

I tried searching for this, but could not find an answer to our situation....

We just had our interview, and the USCIS guy stamped my wife's passport, and the whole deal, said will get the perm res. card in 4~6weeks. Yea!

Fast forward to now....Get a letter, saying, "after further review of blah balh...NOTICE OF INTENT TO DENY I-485" WTF!!?!!?

The letter says that our I-864 does not meet the requirements.
On my I-864 we submitted $3000 adj gross income (we are both students) PLUS a $50,000 savings account, plus my car value ($25,000)

125% of poverty line for 2 people is $16,037, 5 times the difference ($13,000) is ~$68,000.

So we should be fine there right? $75,000 > $68,000 !

One scary thing, is that in the letter he says that "the various assets listed to
be applied at 20% cash value to bridge the difference..."

Is this right? Are assets only counted at 20% of their value?

Im may be wrong, but since the value of your car depreciates every year, it cannot be considered as an asset at a value of 100% of the current market price.

okay, but has anyone ever heard of the "assets at 20% of cash value" thing the USCIS agent mentioned?

How would I figure out the actual value of the car, or the value that the USCIS will use for it?
What else would count as an asset?
