Are transferred cases affected by Retrogression?

Can anyone explain whether transferred cases (EB) for processing in the local district offices are also subject to the retrogression. I read a post that they are not, but it sounds too fishy.

Post only if you are knowledgeable please.

I'm afraid so - ours was transferred from VSC to HAR and we were interviewed last month at the local office but didn't get approved because of unavailability of the visa #'s. this is depressing...

Qood question. I spoke to an immigration officer and he said "I don't know yet". My attorney said most likely they stop reviewing cases until the visas become available. I think a lot of this will transpire over the next few weeks.
