Labor Approved, Hard copy not received

If the labor is approved but the hardcopy has not yet been received, is it possible to file I140/I485 now and send the hardcopy later when it arrives?

I think it should be possible - in the I-140, please indicate your labor certification case number. USCIS will issue a query and during that time, you can submit the labor certification.
