We should donate to Katrina relief as we did to Tsunami reliefs

and document your donation efforts as proof for your good moral character
for citizenship application

This is not even funny AWB. We should donate/give to charity for its own sake, and not for scoring immigration points.

Trying to make a very big deal of donations to people in need, and trying to score immigration brownies proves lack of moral character if anything. Give discreetly if you must, or keep quiet.

That's correct. The best way to show good moral character s to show lack of any negative remarks on your personality.

Then you should just ask everybody to donate. Do not tie with immigration benefit - as someone said already "immigration brownies".
