Can somebody please tell me?
A US citizen can file for siblings greencard. But can he at the same time file for brother in law or sister in law's greencard? or even his nephew?

Is it necessary to hire a lwayer? how much would that cost?

it will take about 12 years. No lawyer is necessary if you are able to fill out I-130 form by yourself.

as far as I know it doesn't make a difference whether the sibling is married or not, so I am assuming that his spouse and children can be included.

LucyMo has given you the right advice you do not need a lawyer now until the case become current or when NVC will send you your package that they are ready to start processing you case.Your sister and her family will migrate unless her son age out over 21.

When the case becomes current then within the year your embassy will finish with all the paperwork and your sister and her family will be in the U.S it all takes place within a year time from when your priority date becomes current.Hope that answer your question.
