Help/Comment/Advice-Filing for parents

My sister became the US citizen about two months ago. Now she would like to file for my parents for their green cards. But she found out that on her birth certificate both my father's (first name) and mother's (last name) names are incorrect. This happened due to the error on the part of local municipality. What can be done to fix the error or how she can file for my parents when their names on their birth certificate does not match with my sister's birth certificate??

try to get it corrected in your home country

Actually, when my sister applied for her green card, she submitted her birth certificate on which my parent's names are incorrect. Now her birth certificate (with incorrect parent's names) is already on file with the USCIS. My question is: if we make corrections to my sister's birth certificate and submit that with I-130 for my parents will that be OK?
