Talking about form expiration date in US govt budget office? That does not make the form obsolete - if you already have a copy of latest revision (even though this expiration date can provide information about revisions). And obviously you can complain that you could not file AR-11 because DHS stopped printing this form (and you don't have internet access and printer).
