DCF question for New Delhi US consulate

Hello,

I would appreciate if any one can answer this question?

According to some news, New Delhi US consulate requires 60 days stay in India for US citizen before taking DCF [ direct consular filling] application. i.e. I-130 for a spouse.

Is this an absolute requriement or has any one recently got DCF processed WITHOUT staying in India for 60 days time period?

Fpr DCF 60 days stay is absolute requirement.
