Thumbs down Overseas Citizenship vs Dual Citizenship (INDIA)

http://www.indiacgny.org/php/showContent.php?linkid=355 talks about the new plan to give "citizenship" to those of Indian Origin.

But final para states this: "Overseas Citizenship is not Dual Nationality: It may kindly be noted that Overseas Citizenship is not a full citizenship of India and, therefore, does not amount to dual citizenship or dual nationality."

Another para states: "There would be no visa requirement for travel to India. The person would have to carry his/her existing foreign passport along with Registration Certificate."

Could someone who has applied for this "overseas citizenship" explain the difference? Seems like an overseas citizen does not get an Indian passport!

This does not equate to the initial hoopla of dual citizenship.

Overseas citizens do not get an indian passport, they simply get a "overseas citizen" certificate/card that should be used in conjunction with the foreign passport. Only real advantages with OC are:
no India visa required ever,
OC certificate does not expire unlike PIO card,
no need to register at foreigners registration every 6 months.

It is NOT dual citizenship at all.

Does such a holder of OC enjoy the freedom
of employment in India? Can OC be revoked
if the holder do something bad (like
not carrying it when travveling in India )?
