I-131/Advance Parole Question

QUESTION 1

The instruction says:

NOTE: If you are in the United States and wish to travel abroad, you do not need to apply for advance parole if both conditions described below in numbers 1 and 2 are met:

1. You are in one of the following nonimmigrant categories:
a. ...
b. ...
c. A K-3, spouse, or K-4, child, of a U.S. citizen; or
d. ...

AND

2. A Form I-485, Application to Register Permanent Residence or Adjust Status, was filed on your behalf and is pending with the CIS.

Well, I'm a spouse of a USC and my I-485 will be filed and be pending for sure, does it mean I can travel without AP? Or, does it apply for K-3 visa holders exclusively? Who owns K-3 visa?


QUESTION 2

Assuming I need to have AP to travel abroad... Based on what the instruction says, I can travel only for emergency and bona fide business. Does it mean, I can't just visit my family overseas, or I can't travel around for pleasure? Besides, the NYC office takes more than half a year to issue AP--how can it work for emergency anyway? Isn't it ridiculous? Well, this question is rather a rant.
