I-130 status

I was approved for an Immigrant visa a year ago -October 13, 2003. The NVC says they are out of visa numbers. I'm Jamaican, married and my parents are US citizens and my priority date is February 2001. How much longer do I have to wait to know that I'm finally ok?

You come under family III category. Married children of US Citizen.
Current priority dates for world wide is Nov 8 , 1997.(except Mexico and Philipines which is 93/91) Your priority date is Feb 2001.
Per INS notification, this year (Y2005 - until end of Sep 2005) dates will not move much but retrogression is possible. (Means Nov 8, 1997 will go back to some time May 1997) . Considering all the parameters, you can adjust your status (get your green card), when your date become current, that will only happen from my rough calculation - year 2008 or 09 Feb.
