Anybody approved at NYC - Card question

I'd like to find out how much it takes for people to get the actual green card after the case approved at NYC office. My case was approved in August 2003. One year has passed and I still have not received the actual card. NYC office claimed that they already forwarded my file to Vermont for the card production, and I filed a few inquiries with Vermont center and got no response. I am really worried because I don't know whether there'll be any impact on my employment since the stamp is only valid for one year. NYC office refused to restamp my passport because the file has been transferred to Vermont. They said they will only restamp if there's some response from Vermont. What are my options if Vermont simply ignore my inquiries? Any suggestions will be highly appreciated.
