INS Still Processing H1B for 2004?

Hi All,
Does anyone has information whether INS is still processing H1B for FY-2004? INS received my application in Feb(just before they stopped taking application for 2004). Now, Its been 5 months, still no reply. My employer called INS last month, they told him that they would reply in one month...nothing really happened. Should we still wait to get reply for the pending application, in that case...INS may be run out of visa before working on my case(not sure they still have available visa for FY 2004)?
Or,
Should my employer apply for a new H1B for FY-2005?
Should I request my employer to do premium processing?

If anyone knows anything about H1B(for 2004) approval, plz post. Your help is greatly appreciated.
