When to get SSN restriction removed

Hi,

When can/should I go to the Social Security Administration office to get the "Not valid for employment" restriction removed on his ssn card? Can I go with just the passport stamp or should I wait for the actual card?

Also does anyone know the process to change the last name on the card? Should we change it in the passport at the same time?

Is it absolutely required to remove the restriction on the SSN Card ? I have not changed mine since I got my Green Card.
