Normal vs. Premium Processing OPT expires 9/30

I'm posting this on behalf of a friend.
She sent in her application to Vermont Service Center on Apr. 20th via NORMAL processing. Her OPT expires on Sept. 30th.
Do you think this gives her enough time, or should she switch to PREMIUM processing?

I would think enough time is there. If by August 31 she has not recieved the approval then she can do a precautionary Premium processing

I have a question on this: What if the 65,000 cap runs out before Aug. 31 due to, for example, too many premium processing? Will USCIS reserve a spot for all pending cases?

H1 application accepted and receipt received means that the application is accounted under the cap. Processing it normally or in premium doesnt matter in this case.
