Working for LLC started by US citizen, I am currently on H1 with a different company

I have read the messages posted on this forum, but I still have a question.

I am on my H1. I would like to know if a person who is a Citizen of US starts a LLC soley under his name, I should be able to work for him, with a part time H1 and still have my existing H1?

If the answer is yes, will I be able to apply for GC from this new company? assuming that my current employer is not sponsoring GC.

I also want to know what are the requirements that this new company has to fulfill, before being able to sponsor part time H1?

Thankyou for the quick response.

Where can I find info about prevailing wages for different metro region?
