any suggestions for my niece?

Hi, I'm a US citizen who is having difficulties inviting my 13 year old niece to visit me in the US. She lives in Ukraine and she got denied a tourist visa three times now. I'm wondering what we can do to increase her chances of getting it. My understanding is any attempt to involve legislature on the US side will make no difference. What about doing it through an immigration attorney? A some kind of camp program? Also, I honestly don't believe the US consulate when they say it's all about the applicant to prove that they will return back home. It's a convenient lie, if you will. A thirteen year old girl who doesn't even speak English has all the proof she needs that she will not survive by herself in a foreign country like the US. It's her UNCLE that is a concern for the consulate, but yet, they will not let her uncle do anything to prove that he has no intent to keep her. Very frustrating, because I'd be happy to even put some "bounty" money to find my niece in case she disappears.

Tourist visas, among other non-immigrant visas are very particular with “ties”. President Obama recently announced a new initiative to make it easier for foreigners to visit the United States for business or pleasure. The new policy should expedite the visa application process. But faster processing that leads to denials won’t help the United States become a more welcoming place to visit. We need to make the process more fair. My suggestion: formalize the review and appeal process for visa denials.

Consuls actually have no choice. They have to assume that each and every visitor visa applicant is a potential immigrant.
