H1B approval notice never received

hi,
My H1B was approved on Dec 17 (according to the uscis website) and an application was mailed. However me or the lawyer have not received it.
In the past all my H1B approvals have gone to the lawyer and the lawyer has sent them to me.
I received my wife's H4 approval notice in December itself (H4 always came to us directly)..

The lawyer is suggesting to file an application with the USCIS (I guess I824). According to them, it is no use talking to the USCIS.

I feel it strange that the lawyer doesnt even want to ask the USCIS what happened. Lawyer asked me not to talk to USCIS as it may complicate the case!!!

What do you think? Additional cost is 500(lawyer) + 320 (USCIS fees).. That is a lot of money in this economy..
What should I do?
