visiting Mexico for H1B Stamping

I plan on visiting Tijuana for H1B Stamping, I know a Mexico-Visit-Visa may not be needed, but for safety sake, I'd like to have the visa, incase I get delayed.. and while I am applying I'd actually prefer to apply for a multiple entry visa, so I can vacation in mexico later.

Can someone tell me the process of applying for Mexico Visa? How long it might take? Cost? Where do I have to go? Can I do it by mail?
