Hello,

What is the best Motion ? A motion to Reconsider a COS to F1 or a Motion for F-1 Reinstatement?

I had and H1B advanced degree for 3 years. I was compeled morally to terminate my job 6 months ago. I had a car accident a month ago ,and in February I sent the I-539 for COS to F-1, whivh was denied. USCIS gave me the offer to present a motion. I had F-1 1998 to April 2005, and in May 2005, I changed to H-1B.
