Overstayed Diplomatic Visa - is asylum an option?

My friend overstayed her diplomatic visa while in college (g3 I think). She left and returned back to Venezuela which has become pretty bad due to Chavezīs dictatorship. Considering her father is a very high ranking military official she has a valid claim to political asylum.

She has a ten yr penalty so how could she reenter as a refugee?

    thank you.
