COS h1b to B2

One suggestion for h1b layoff was changing status from h1b to b2 and then back to h1b after finding new job.

1) is it necessary to go out of country in this process.

2) how much bank balance is required for b2 approval. "I need some time to look for a new job" is this reason enough for getting b2 approval.

3) filing h1b back is this subject to the new cap, or is considered as simple h1 transfer.

3. New petition not undercap but must wait for approval notice to begin work. (Not a transfer)
