    Post- S 1932/HR 4241 Reconcilation Efforts

    S 1932 passed successfully last month and HR 4241 passed successfully today.

    What are the next steps that we should all focus on?

    It should be on the senate reconcilation bill, where S.1932 needs to be added to the bill , reconciled in some way.

    Please post your thoughts.

    The sponsor of HR 4241 just said that they will now strike provisions of
    S 1932 and replace it with HR 4241?

    What does it mean?

    I think those people gets confused with EB retro also. We need to define it as EMPLOYMENT BASED PERMANENT RESIDENCY or GREEN CARD. EVERY BODY UNDERSTANDS GREEN CARD.

    Exclamation [H.R. 4241 PASSED. Our effort paid off, but more action needed]

    To re-iterate, Bill S.1932 deals with Budge Reconciliation and its immigration packet has a clause that allows filing I-485 regardless of visa number availability as well as obtaining EAD and Advanced Parole with the pending I-485.

    Though S. 1932 was passed on 11/3/05 in the Senate and its similar House version H.R. 4241 barely passed on 11/18 (217-215). The immigration clause in S.1932 can't be enacted and acted upon unless it is approved by both the Senate and the House. What's the next legislative step you might ask?

    Conference Committee consisted of Senators and House Representatives still need to reconcile the differences between H.R. 4241 and S. 1932. The process of drafting the uniform bill could potentially leave out the clause relevant in relieving visa retrogression.

    Everyone looking at this list should help out and write/fax/call the Congressional delegates in the Senate and the House because anti-immigration force would also lobby hard to get the Congressman to not inclulde the clause related to resolving visa retrogression, which many readers in this forum desperately need.

    Please ask your friends and family members (i.e. parents, spouse, brothers and sisters) to write/fax/phone to your Congressional Delegates TODAY to show the support of S.1932.

    There is a free service provided at http://www.IsnAmerica.org that allows you to efficiently send however many faxes to members of the Senate/House using the WebFax Service. The registration only takes a minute and you can send the faxes to ALL Senators and House of Representatives in your state who are undecided or pro-immigration with just a simple click of a button.     Can we expect the immigration reconcilation commitee to be aware of the retro. issues well?. I hope the do the homework. Atleast not confuse GC to H1B/.

    Will there be partisanship since this is not a medicare/food stamp issues?

    Guys we should be addressing only Employment based retrogression, simultaneous filing of I-140 and 485 and the revenue genration by increasing the fees(may be $1000 for each filing
    let the corporate companies take care of the raising H-1 visa, which is not currently our problem. Please draft a letter with above issues only and start faxing to the committee(I do not know who are the members)

    I did my job, i have faxed the letter from ISNAMERICA to all my state congressmen, and senators.
    Everyone please sent the faxes to your state representatives. This is the last effort to solve our problem.
    Yesterday night at 11.00 i have sent the email to my congressional representatives. But I have not received any confiramtions from them. Even if they dont respond it is okay. We need to do our best

    Best way is to make phone calls to your local congressmen to include sec 8001 with the House reform Bill.

    I know not everyone has time to make fone calls, but the more the better.

    it would help is someone knew who are in the "conference" committee, so we can focus on that group.

    As House passed HR 4241, our all efforts should divert to pursue Senate-House conference commitee members. We should put tons of efforts to include immigration packet (section 8001 and 8002 of Senate bill) to final budget reform bill.

    I belive, once they include, final version will go to the president for signature.

    Talking on phone might help and telling them to include the immigration reforms from s1932 to the consolidated one. Iam going to call in my area.
    Dont stop sending emails, faxes etc. This is best chance to end this retrogression.

    Do you guys know the time frame for this i.e when are they going to consolidate both the bills.

    Focus On The Committee

    Guys we need to find out ASAP when the reconciliation meeting is, and WHO the members are. NOW let us focus PURELY on the committee and the committee ONLY.

    We shud fax them and email them and call them and keep our efforts focussed on THEM ONLY.

    Can ISNAMERICA change the fax to go ONLY to those committee members now?

    I consider that is better for us that the senators and Representatives does not understand the difference between H1 and GC, they might think twice if they know that the real purpose is to increase permanent and not temporary population, we only need fousing in the "RECAPTURE UNUSED VISA NUMBERS" Paragrapgh to be added in the final bill.


    The relation with "BUDGET" is Money $$$ because they will collect $500 for each recaptured EB Visas and H1b Visas (S.1932). On the other hand, the HR 4241 suggest only the L visa fee to be $1,500, but the fact is that there are a lot less L visas than EB and H1, so the $1,500 fee will be a lot less compared with whe recapture fees of S.1932.

    I remember that Sen. Bryrd defeated ammendment in S.1932 proposed $1,500 L visa fee, contrary to the $750 proposed fee by saying that it doubles the revenues, but the fact that he did not understand is the BIG difference in visa numbers between H1 - EB and L.

    How long will the conference take to reconcile the two bills? After that, how long does it take for the president to sign it to law? Can somebody give me an estimate how long we have to wait to really finally claim a victory?
