Indian passport with 20 yr validity are advised to apply for a new 10 year passport

Don't know where to post it therefore posting in a H1B forum.
As per the Indian Consulate SFO site,

    http://www.indianconsulate-sf.org/visa/visa.html

Persons holding Indian passports with 20 year validity are advised to apply for a new 10 year validity passport by following requirements applicable for issue of new passport. The new passport will be issued gratis except for applicable mailing charges.

What's this? Anyone have any idea

    Thanks

My friend from Satyam (an IT company in India) said that people with 20yr passports were "having trouble" at US immigration and he was advised by Satyam to reapply for a 10 yr passport.

    -------------
It is an Advise and the 20 year passport is legal and valid, they have not said that 20 years validity passport is no more valid and they cant do it because all staying out of India in US Canada UK and other countries don’t check the site of Indian consulates or Indian Embassy and many don’t know what is internet, many are staying illegally with 20 year validity Indian passport in US and Canada and other parts of world. Do you think they can’t return to India with 20-year validity passport? The Ministry of External affair has not updated the passport site and many Regional passports offices in India have not updated the sites. They started 20-year validity passports in 1997 or 1998 with extra fees then again after few years they discontinued to issue 20 years validity passports, but those who have 20-year validity passports are valid they have just advised they have not said that 20 year passport that is valid is of no use and if they do they will face the problem and can be challenged in Supreme court. They have info about every person who got the passport did they sent him letter? do you think anybody staying in India with 20 year validity passport gets dreams that his 20 year passport is is not valid or he has to get new passport??
Many have filed I-140 or I-485 petitions with USCIS and have provided the 20 year validity passport information on the forms
relax, if you want to get New 10 years validity PP go for it if you don’t want it is OK to keep 20 years validity at is is issued by government of India and no rule by Ministry of External affairs has been published that 20 year validity passports are not valid
Remember, I am strictly a layperson without any legal training. Please, if in doubt, be sure to use the services of a professional lawyer whom you trust.
