7th year Ext If someone applies labor in 6th yr and can he apply for 7th year H1 if both labor and 140 are approved in the 6th year?

140 approved My 140 is approved today. I got an email update from USCIS site this morning. Receipt Date 12/19/2005 and notice date: 12/20/2005. Mine was applied as EB3 (Nebraska). Waiting for the approval notice copy which may take 7-10 days.

EB3, NSC. labor PD: Oct 2003. Could not apply concurrent due to regtrogression.

EAD and AP filing? What about filing EAD and AP even though the PD is not current. I think there was a proposal on this with additional fee of $500. Any Idea? Thanks Ravi
