Whether you need a finger-print one depends on current residency. According to the instructions in my packet 3 RESIDENTS of Canada only need a name-based one. FORMER RESIDENTS of Canada require a fingerprinted one.

Updated insight
To confirm what I stated earlier, my packet 3 was assessed and approved using local police (i.e. not RCMP) PCC. They obviously did not see it as a problem, especially since they all access the same nationwide database.

Your packet is not processed at this point in Montreal. Instead, the National Visa Center does the processing and sets the interview date.

I phoned the NVC on Friday and they willingly passed on the appointment date information to me! Obviously, I still still need to receive the "official" notice. I was told that it is "in the mail."

Have you seen the list of approved doctors for the medical exam? In particular I am interested to know in what cities across Canada they have approved doctors.
