I don't think that they could make a mistake concerning the ratio of 50 %..its more than 3 years that this format is used..and they were insisting in that ratio for 4 years..the photograph of 320 X 240 are not photographs used to get official ID cards and official documents...and another thing...

The problem related to photographs with 300 X 300 pixels is that according to the specifications mentioned for just those photographs, it could not be accepted if we apply what have been mentioned on the PDF file concerning the surface of the head with 50 % of the total surface

I think that "some specifications" mentioned on (http://www.dvlottery.state.gov/photo.aspx) are only valid for pictures with resolution 300 x 300 pixels, pictures with 320 x 240 pixels specifications are on the PDF file.
