    Please help. I am a dv-2008 winner but I already got green card through employment so I do not need to apply through DV. Can I transfer my DV-2008 to my brother as he needs a green card. If possible how to do it. Your answers are greatly appreciated.

    Winner of 2003

    I won the lottery for the dv2003 and my number is AF000168XX. I filled all the forms and sent them in August 2002. I have not received anything yet meaning mail. I am worried. Is it late or wait a little bit since my number is current for May 2003 or maybe I am wrong. Thanks for your advice.
