Tax Filing for an elderly parent with a two year Re-Entry Permit

Background:
  1. Parent is outside USA since Jan/2016 with a two year Re-Entry Permit
  2. No USA income.
  3. No bank account in the USA
  4. Pension income from home country which is very less (<$5000/Year)
  5. No other income
Questions:
  1. Do parent need to file tax return for maintaining green card purpose ?
  2. Also, can parent be asked to show tax return upon Re-Entry at the airport ?
