Sponsoring a Son Born Out of Marriage and Who is Over 21

My dad would like to sponsor my half brother born out of marriage who is now over 21 years old. My dad's full name and his mother appear on his birth certificate. What will be the process? Does he qualify to be sponsored? Please help with any guidance.

So this is a biological child of the father that was born out of wedlock? First, if the child was "legitimated" as the father's child under the law of residence of the child before the child turned 18, then show evidence of such legitimation. Otherwise, show evidence the father supported the child, emotionally and financially, cared for the well being of the child, and held the child out to be his own, while the child was under 18. The birth certificate could be one such piece of evidence.
