Can USPS mail get lost?

My husband has sent N-400 application via USPS about a month ago. It was a USPS (First Class Mail) Certified Mail with tracking number.

The USPS status says the mail "departed USPS facility on April 3rd 2016" but the status still spell out that it is "in transit to the destination".

We tried to call the USPS, but they gave us no answer, only promised that they'd investigate and call us back, but that never happened.

Do you think the mail is lost?
Or is it possible that USCIS has already received it but only take long to process? (no notice was received yet)
 
A month ago? Could be. Try calling CIS and tell them you sent it over a month ago. This actually helps you get put through to a higher level officer. Did they cash the check? Check your bank statement.
