I am US citizen and want to apply for the my mom who lives in Pakistan. Can some one let me know at what stage do I need her birth certificate.
The issue i have is that my mom was born in India before partition and now i cannot get either birth certificate or "unavailability of birth certificate" document from India. Does any one know what are the options do I have for that.
