Is it necessary to first file I-407 before applying for immigrant visa on a new petition?

Hi there! I am having so much confusion right now. I have entered the USA 4 times my whole lifetime. First was as a dependent of my dad's employment visa then immigrant f2A in 2007. Before departing the US in 2007, I obtained a re-entry permit valid for 2 years until 2009. I was not able to re-enter the USA since I came back from my trip in 2007. I deem that I have abandoned my LPR status after not being able to return to US for almost 8 years, correct? Now, my question is, is it necessary to have filed I-407 before applying for a new GC? I am scheduled for an interview for a new immigrant visa on June 1, 2015. Will it delay the issuance of my new visa if I have not filed for abandonment? or can I just sign abandonment papers during my interview date in order to be issued a new GC? Please help me. I am stressing out. Thank you.
