Sister's I 130 denied

Hello:
Can anyone help me as my sister's I130 denied. USCIS did not consider the delayed birth certificate. Now they are asking us to appeal with the EOIR-29..
Any advise ??

Explain her denial but I wouldn't appeal, just refile.
