Applying Greencard for father/Mother

Both me and my wife are US citizens. However, my wife doesn't work.

Can she still apply for GC for her father/Mother?(without any income)
or can she mention my income (husband's income) in the forms?

Yes. You will be a household member of hers and fill out I-864A, and your income will be included in her household income on her I-864.
