US territory presence requirements for L1 visa holders

Good morning, I am planning to apply for an L1B visa to transfer consulting resources from France to the US. The mother company based in France is rather small, and the US subsidiary just created, so we will only get the first visa for one year, and then apply to renew for a longer three year term.
When the consultant transfers to the US, he will also go back to work in France from time to time depending on projects pipeline, but will remain paid by the American subsidiary. Not clear yet on how his time will be split between France and the US.
Is this allowed with an L1B visa?
Is there a risk that the fact he is not working all the time on the US territory denies his qualification for L1B visa?
Is there a minimum amount of presence on US territory required to keep qualifying for L1B visa?
