With U.S. passport can I start a business outside the U.S.?

To enter China I need visa.
To enter Taiwan/Hong Kong I don't.

So my question is... If I want to start a business like a restaurant in either China, Taiwan or Hong Kong am I allow.
The reason I am confuse with this is because China need visa to enter, so I though U.S. citizen doesn't have the permission to start a business in China. And Taiwan/Hong Kong does have permission because U.S. citizen does not need visa entry.
I will research for more information's, but can someone tell me am I wrong or not?
 
You can't just start a business in every country that allows you in without a visa. You will need to look at their regulations, and will likely need a few permits to do so.

Entry without visa is mostly for tourism/business meeting purposes, and NOT to live and work as you please.
