The EAD for H4 visa is intended solely for spouses of H1-B's that are far along in their GC process, have a completed I-140 and are waiting for GC date to be current, or have otherwise been granted permission to extend their H1 status beyond the normal 6-year limit. So, it is NOT a blanket EAD for all H4's.
No such provision has being proposed for TN spouses. Even if it was, having an approved I-140 would be the only way to qualify spouse for EAD, as the other possibility only applies to H1 holders.
